Bulgaria introduced from 2008 flat income tax of 10 percent on the income of the citizens and tax on dividends of 5 percent.

The profit tax on the companies remains 10 percent in Bulgaria.

A. Data on international intercountry adoptions in Bulgaria of Ministry of Justice of Bulgaria as per http://www.justice.government.bg/new/Pages/Adoptions/Default.aspx as follows.

Ministry of Justice of Bulgaria is the central body on intercountry adoptions in Bulgaria under the Hague Convention on protection of children and co-operation in respect of intercountry adoption dated 29 of May 1993 so called the Hague Convention on the intercountry adoptions.

The administrative procedure of intercountry adoptions in Bulgaria finishes with granting of expressly written consent of the Minister of Justice of Bulgaria for the intercountry adoption of a child from an applicant adopter parent. The court procedure of intercountry adoptions in Bulgaria follows the administrative procedure.

Up to 1 of June 2008 there were 27 adoption consents for 30 children of the Minister of Justice of Bulgaria for the intercountry adoption

For 2006 there were 98 adoption consents for 103 children mostly adopters from Italy, USA, Germany, Spain, France, and Canada

For 2005 there were 101 adoption consents for 108 children mostly adopters from Italy, Germany, USA, Spain, France, Denmark, and Cyprus

For 2004 there were 217 adoption consents for 236 children mostly adopters from Italy, USA, Spain, France, Germany, Canada, Sweden, Cyprus, and Denmark

For 2003 there were 595 adoption consents mostly adopters from Italy, Spain, France, USA, Germany, Greece, and Canada.

In the register list of children who can be adopted up to 1 of June 2008 there were 1,455 children and including for 544 children from them were given expressly written consent of the Minister of Justice of Bulgaria for intercountry adoption.

In the register list of candidates of adopters parents up to 1 June 2008 there were 2,256 candidates and including for 508 candidates were given expressly written consent of the Minister of Justice of Bulgaria for intercountry adoption.

Up to 1 of June 2008 there were 51 files dossiers of applications of candidates of adopters’ parents

For year 2007 there were 103 files dossiers of applications of candidates of adopters’ parents

For 2006 there were 275 files dossiers of applications of candidates of adopters’ parents

For 2005 there were 752 files dossiers of applications of candidates of adopters’ parents

For 2004 there were 932 files dossiers of applications of candidates of adopters’ parents

For 2003 there were 1,448 files dossiers of applications of candidates of adopters’ parents.

There is a List of children with some problems in health conditions as there were 743 numbers of children in this list on 24 March 2009.

There is a sample of Medical certificate and samples of Declarations documents in English and French languages.

There is a List of accredited organizations for mediation in intercountry adoptions functioning in Bulgaria, updated after the accreditation procedure in 2008, and the list contained 35 accredited organizations. Under the adoption law of Bulgaria each organization has to pass new accreditation procedure every two years term of time.

On the session of the Intercountry Adoption Council, Ministry of Justice on 09 of December 2008 there were heard and decided as follows. 85 files dossiers of adopters from years 2003, 2004, and 2005. 13 files dossiers of adopters from years 2007 and 2008 who applied for relatively older children. 13 files dossiers of adopters from years 2007 and 2008 who applied for children with tolerance in health or children with some problems in health conditions. ...

On April 21, 2009 was held the 115th meeting of the Council on international adoptions at the Ministry of Justice of Bulgaria.
The Council on International Adoptions examined 62 records files of adoption parents as follows: 50 records files of adoption parents active applications in the register, 10 consecutive records files adoption parents outside this group who wish to adopt an older child or children and 2 records files of adoption parents who have expressed tolerance to adopt children with specifics healthy status.
The Council on International Adoptions examined records files on 31 children (2 children after refusal, 29 children with serial numbers in the register) and took the following decisions:
for 11 children were determined appropriate
adoption parents;
for 16 children had been decided to be placed information on the website of the Ministry of Justice because of their specificities;
for 1 child had been decided to be reported to the next meeting after the specification of health status.
for 3 children had been decided to be reported to the next meeting following getting of updated documents.

... Changes of law doubled taxes for notary services in Bulgaria from 1 of July 2009. The State Gazette No. 39 dated 12 of May 2009 published changes of law that almost doubled taxes for notary services in Bulgaria enforced from 1 of July 2009. The most significant change is in the prices for certifying financial interest in deeds, contracts to sell and buy, real estate property in Bulgaria.

For prices of deals of deeds, contracts to sell and buy, real estate property in Bulgaria from BGN 50,001 to BGN 100,000 the notary tax will be BGN 480.50 + 0.5 per cent of the surplus over BGN 50,000.

For prices of deals of deeds, contracts to sell and buy, real estate property in Bulgaria from BGN 100,001 to BGN 500,000 the notary tax will be BGN 730.50 + 0.2 per cent of the surplus over BGN 100,000. ...

...  Possible cancellation of the excise duty tax on cars in Bulgaria. Bulgarian Parliament discussed on 13 May 2009 changes on the law on excise duty tax on cars. The reason is a letter of the European Commission to open a procedure on breaches of EU law. The budget commission of the Parliament of Bulgaria clarified that the basis is of the changes is also the fact that the excise duty tax on the second hand used cars in Bulgaria is higher then the rest part of the value of such cars those had been already registered as new on the respective national territory. Now under the law in Bulgaria the excise duty tax of the second hand used cars in Bulgaria is higher then of the new cars up to two three times. ...

A growth in supply of all types of property in Bulgaria and sellers who are not willing to cut asking prices describe best the current real estate market in the country, according to a local realtor analysis. "Despite the boosted supply a large part of the sellers keep high asking prices and the market is stagnated," a report of Bulgarian Properties shows. ...

... Specialized funds buy properties in Bulgaria, owned by British and Irish citizens, who because of financial crisis are forced to sell them. This British publication Market Watch reported, as quoted by Bulgarian site www.imoti.net . The goal of sales of housing is owner of the island to dispose of them with minimum losses, the publication states. Thus, the second resale’s prices of properties in Bulgaria are 50 percent less of those first sell prices. ...

Typically these vulturous fund companies pay price around 400 euros for square meter property whose real price is 900 euros, she explained it more. Bulgarian Dreams, a London-based estate agency company that folded last year, is being investigated by the City of London Police Economic Crime Department, the Sunday Times reported on 22 of March 2009. "We have received a number of complaints about Bulgarian Dreams and have begun an investigation," a spokeswoman said. She confirmed that the company closed its Moorgate offices at the end of 2008, but could not comment further. ...

The amount of investment that foreign investors, who want to apply for permanent residence in Bulgaria should make, has been increased from USD 500,000 to 750,000 euros, Bulgarian National Radio announced. The government of Bulgaria took a decision to this effect after approving amendments to the Law on foreigners. ... New higher fees of lawyers’ in Bulgaria 2009. The Supreme bar council in Bulgaria made changes on the legal rules of the Ordinance Nr. 1 on the minimum amount of lawyers’ fees in Bulgaria as the ordinance was announced at State Gazette of Bulgaria issue Nr. 64 dated 23 of July 2004.  ...  

The changes of these law rules were announced at State Gazette of Bulgaria issue Nr. 2 dated 9 of January 2009 and enforced on 13 of January 2009.

The Law on lawyers in Bulgaria says that the lawyers in Bulgaria can not offer and work for lower fees then the determined by the legal rules on the minimum amount of lawyers’ fees in Bulgaria.

So for example some of the new higher minimum fees of lawyers in Bulgaria are as follows.

The minimum fee for lawyer’s advice by word of mouth is 20 BGN or 11 euros,

For agreed contracted hourly base work lawyers’ advice in Bulgaria is 60 BGN or 31 euros per hour,

to draw a written contract of the interest amount from 1,000 BGN or 512 euros till 10,000 BGN or 5113 euros the minimum lawyers’ fee is 150 BGN plus 1 percent of the amount of interest over 1,000 BGN or 512 euros, to represent and defend a client in civil and administrative cases with a determined interest for one instance in the cases of the interest amount from 5,000 BGN or 2554 euros till 10,000 BGN or 5113 euros the minimum lawyers’ fee is 450 BGN or 230 euros plus 4 percent of the amount of interest over 5,000 BGN or 2554 euros. ...
